That has been the American policy for decades.

We call it the brain drain.

It hasn't worked so well in Europe where the culture is not built around
assimilation of immigrants.

They wouldn't need to be assimilated if they were 'brought up using European standards of language and beliefs' - which is why I stipulated that.
