Oh, the latter. The article never actually spells out the obvious. I wonder if the reporter was biting his lit as he wrote it? But it does make things pretty clear, doesn't it?

We're certainly in agreement on that point. "Go ahead, Mr. China, kill your neighbor if you feel you need to, but first, could you sign this check?" I would imagine that there are some people in France who are disgusted with it, but there are probably plenty more who see it in a positive light: The Premier is looking out for French interests while keeping out of China's internal affairs.
