As David Brin has pointed out in multiple places, one of the important
lessons to learn from 9/11 is how well the average "armature" person
was able to respond to a crisis. Self forming and self organizing
groups of "common" people outperform the professionals time after
time.

Yes these armatures work with the professionals, but that is a feature
not a drawback.
