Actually, Doug, I agree with Rucklehaus's decision in
this scenario.  Given the circumstances in the United
States - the total eradication of malaria - banning
DDT usage in the United States was the correct
decision.  The problem is not that - the problem is
functionally banning its usage in the Third World. 
There's no reason to use DDT in the US.  There is a
very immediate one to use it in much of the rest of
the world.
