It looks as though, as the money comes in and is spent by the government,
certificates of indebtedness are issued. They are converted to bonds in
June of each year.  I'm not sure why 20 billion of bonds went back to
certificates of indebtedness between June and Sept. '03, but that's almost
chump change when dealing with 1.3 trillion. :-)
