Yes, but that does not make it right for companies to hire forign workers when there are perfectly qualified americans available for the job.
I can't see anything wrong with it. To me it seems perfectly natural to hire foreigners rather than Americans. The ultimate goal of any commercial enterprise is to maximize profits, and one of the means to do so is by keeping your costs as low as possible. Hiring foreigners is usually cheaper than hiring Americans.
