For what it's worth, this is what I'm hearing as well.
 _However_, the decision by the newly elected
Socialist PM to do what the terrorists want is handing
them a victory that the Spanish people did not, I
think, wish to give them.

Romano Prodi (in Italy) also had a wonderful quote: 
"It is clear that using force is not the answer to
resolving the conflict with terrorists," Prodi said.
"Terrorism is infinitely more powerful than a year
ago," and all of Europe now feels threatened, he told
the paper.

Why, exactly, someone like Prodi would choose to
embody all the worst stereotypes of European cowardice
and fecklessness I have no idea but hey, there you go.
