"Abstinence is best" -yes, but not without actual medical information (emotional content also adressed, as this is quite important). In any conversations WRT sex that I have with young women, I advocate sexual abstinence until 'maturity' - entering into a long discussion of what that means to me, and why I think it the best course of action (or non-action, in this case).
