You have the right to stand on the street corner and say whatever you want.
  You have the right to post a website with whatever you want.

You do not have the right to purchase a piece of the limited broadcast
specturm and say whatever you want.   The owner of that spectrum may
decline to sell you that slice of the spectrum you need.
