In fact during development there is extensive neuronal die off (neurons "compete" for various connections and when they don't get them they are supposed to die). Failure of die off of jeuvinile neurons is felt by some investigators to be the structural cause of OCD. (Too many neurons leads to circular activations). As for the skull.
