Hey wait a minute... I said it was a form of popup. It is a more recent feature of popups, where the popped up windows actually goes to the back, so it does not interfere with the parent window. The result is people are more likely to keep the popup up, unfocused. The way to do this is to bring the parent browser instance to the front, and when you are done with that window and close it, you have a residual popup left.
