Originally horses, but various subsequent legislation covers dogs and so on. To prevent tail amputation, ear-cropping and such for purely cosmetic reasons. Sheep can still get their tails cropped for valid health reasons[1], but dogs can't be made to have erect ears by being snipped and bound as puppies frex.


Doesn't prevent child genital mutilation of course, because that's religious :) And not animals...

[1] Because with all that human-bred woolliness they really don't need a big fuzzy tail at that end of the alimentary canal.. Gangrene...
