FWIW, that is the one thing I fault Bush Sr. for with regard to Iraq from the invasion on. At the time, I thought he played Gulf War I about right. I was surprised and pleased that we didn't have to worry about street fighting in Baghdad, the possibility of massive civilian casualties, our (now former) allies denouncing us for doing more than liberate Kuwait, etc. Even with 20-20 hindsight, one could argue that the option he tried needed to be tried first.
