Indeed, let me throw water on your idea with a simple QED. Such an organization of democracies would, by definition include France. France, however, will never agree to such an organization unless it is given a veto power.

Of course the US will have to pay those costs -- those troops are *US* troops. Your troops, your money.

You can't blame France for that -- if it were up to them, those troops wouldn't have been sent there in the first place! The *US* decided to send 300,000 of its citizens to the Middle East, so it's the *US* who is responsible for the consequences of that decision, not the French.
