    OK, maybe *he* knows, but I'm totally clueless.  Would you be so
    kind as to fill *me* in, at least?  And maybe anyone else who

unless he is confusing United Nations' non-mandatory Chapter VI
resolutions with enforceable Chapter VII resolutions, he is referring
to resolutions concerning one of these countries:

    Afghanistan, Iraq, Liberia, Libya, Rwanda, Sierra Leone, or Somalia

The US has done many bad things over the past two centuries, and I
won't be surprised if there are minor inconsistencies, but I do not
know of major US inconsistencies in its dealings with any of these
seven countries.  Inadequacies, yes, but inconsistencies, no.
