Ah yes, enforcing UN resolutions. Another example of inconsistency in
America's policies...

The Security Council has invoked Chapter VII of the United Nations
Charter to impose sanctions in fourteen cases: Afghanistan,
Angola, Ethiopia and Eritrea, Haiti, Iraq, Liberia, Libya, Rwanda,
Sierra Leone, Somalia, South Africa , Southern Rhodesia, Sudan and
the former Yugoslavia.
In the cases of Angola, Ethiopia and Eritrea, Haiti, South Africa,
Southern Rhodesia, Sudan and the former Yugoslavia, sanctions have
been fully lifted, whereas in the case of Libya they were
suspended.
The Chapter VII resolutions involve enforcement -- possibly war -- in
contrast to Chapter VI resolutions, such as those pertaining to the
Israeli-Palistinian issue, which do not involve enforcement.
In an `press encounter' in Islamabad, Pakistan, 11 March 2001, the
Secretary of the United Nations noted the difference between the types
of resolution:

SG: I think the UN resolutions on Kashmir are on record and the UN
has observers in the region. We have UNMOGIP. In fact, the Chief

When it comes to implementation of resolutions, I think we have to
be clear here. The UN has two types of resolutions -- enforcement
resolutions under Chapter VII and other resolutions, which require
cooperation of both parties to get implemented. East Timor is a
Chapter VII resolution. One often refers to Iraq. Iraq is a
Chapter VII resolution. The resolution you are referring to here
does not come under Chapter VII in the same sense. And these
resolutions are not self-enforcing. And therefore, the cooperation
of the two parties, the two parties discussing these issues and
finding a peaceful way out, is the route I recommend.
I am curious how you see the US as having been inconsistent in its
dealing with Chapter VII resolutions?
