Not all accounts, actually. There were a fair number of statements by Bush during the campaign in which he said that he intended to bring about regime change in Iraq. I don't think he would have been able to do _this_ without 9/11, but he definitely wanted to do _something_ - certainly far more than his predecessor had done.
