To the extent that the United Nations is a world government, then its
executive branch as the US armed forces, from defengin the Republic of
Korea to being the "thunder and lightning" of Desert Storm,

Because they are the outlaws that benefit from the absence of a sherrif?
  One of them commits crimes.   The other supplies the equipment for other
outlaws to commit crimes.
