Political cartoons sometimes symbolize US President Bush as a lone
cowboy firing a pistol.
This fits US mythology. The question is, who will be the `law west of
Pecos'? Will an imperfect man like Wyatt Earp become the sheriff, or
will the cowboy get the star?
In non-mythological terms, will an imperfect institution like the UN
act to settle disputes among nations, or will the US administration
do this?
Interestingly, the French and the Chinese have been arguing both that
the sheriff should be someone other than President Bush -- should be
the UN -- and at the same time, that the UN should not `carry a
pistol' (i.e., not enforce Chapter 7 resolutions) with respect to Iraq
and should not involve itself in the North Korean issue.
Why is this?
