This is an incredibly cheap shot. Clinton had no support at home or abroad for a policy to confrount Iraq.
And even still, I wonder how much further Clinton would have gone in 1998 if he didn't have the Lewinsky scandal hanging like an albatross around his neck. At the time, some conservatives accused him of bombing to distract the public from the scandal. I wonder if that scandal was the only thing that kept him from launching much larger and bolder attacks.
