My assumption is that each Congressman and each Senator is very well attuned to what it takes to get elected in his or her district. The "no war under any circumstances" 10% is located in the left wing of the Democratic party. Republicans need not court this faction. Democrats have to have these voters in their camp without worrying about catering to them. If they cater to them, they risk losing the middle, which tends to lose elections. For the last two elections, the Republican true believers have been much better at supporting candidates that can win than the Democratic true believers.
