They have to warm the pipes up. As more warm, moist air comes into the pipes from the bag, the pipes get warmer and expand somewhat, which can affect tuning.

Yep, typically the drone pipe or pipes are tuned to the pipe used to play the melody (which is called a canter, cantor, chanter, or chantor, depending on who you ask) after all the pipes are warmed. At least, that's the way it was explained to me by a piper once. I'm not sure if the melody pipe can be tuned, but I assume it can because otherwise you wouldn't be able to play in tune with other instruments like tin whistles, etc.
