Arizona has a district, the second, gerrymandered by governmental decree. The
Hopi Nation does not vote in the same district as the Navajo Nation. So the
Hopi reservation in district two stands out like a yo-yo on the end of its
string.


And then there are the districts which by federal court order have to be drawn so as to be "majority minority" districts so as to assure the election of a representative of a certain race . . . regardless of whether that person has any qualifications other than the correct skin color.
