The problem is that "/all" builds all targets in the Visual Studio solution file. CMake's equivalent to the Makefile "all" target in VS is ALL_BUILD. It is a target that depends on the same targets that would be in the Makefile "all" target. Building the solution with "/all" bypasses this and builds everything, which ignores the EXCLUDE_FROM_ALL properties in CMake.
