Interesting question... already covered by our TM policy?
It's really hard to decide, honestly. On the one hand, if money is raised for TDF and LibO we should be able to assure it goes where it is supposed to be, on the other hand, the local organizations of course need to be able to raise donations as well.
Maybe the basic rule is that money donated to TDF and LibO goes to the Foundation itself, but exceptions can be granted in case we know an organization?
I see it from the standpoint of the organization as well as from TDF - in Germany, we have a similar problem. Lots of money comes in to our nonprofit, but if we pass on every single cent, the nonprofit itself will not sustain (some people donate for the events we do, or for DVDs we give them). That's why we set up a dedicated account and PayPal to know what was donated for which purpose.
