For what it's worth, Debian doesn't have this file or manpage either, and
it does use systemd.
It seems this functionality is covered in Debian by /etc/default/keyboard
The keyboard(5) manpage, such as it is, seems to suggest that there's not
much documentation for this, but that it does affect both the console and
X.
