Yes. You can turn Fedora into a rolling release. You just need to upgrade to 
Rawhide. Actually, right now, Rawhide isn't really that far off 35, so it's 
safest to upgrade now. Once you have Rawhide, you have a rolling release Fedora, 
and it's more stable from what I've been able to see than what Solus was when I 
tested it.
