Summary

Enables web documents to detect and report resources with unoptimized 
network usage, to minimize their performance impact. By identifying and 
flagging resource usage behaviors that can degrade performance, developers 
gain greater control over the user experience, enabling them to address 
issues for smoother interactions and improved responsiveness across web 
documents and applications.

Motivation

The user experience of a web document can be impacted by the performance of 
its embedded resources and iframes. There is currently no mechanism to 
prevent these resources (and frames in particular) from engaging in 
behavior that degrades performance, or to flag this behavior, leaving 
embedding documents with little control over the experience of their users.
