*Summary*
navigator.getInstalledRelatedApps() will now support installed web apps on 
Desktop platforms.

getInstalledRelatedApps is an existing method shipped for native apps (on 
Android and Windows). It provides sites information about whether their 
corresponding related applications are installed locally. Developers can 
now enable this same behavior for installed web apps on desktop platforms 
by using the related_applications
