Specification
https://drafts.csswg.org/css-scroll-snap-2/#scroll-start-target
Summary
scroll-start-target is a CSS property that allows authors indicate
that an element should be scrolled into view when its scroll container
is first displayed on a page. scroll-start-target is a CSS property
that gives web authors the ability to have a scroll container scrolled
to its child (the target) when the container first shows up on the
page. Similar to instantly scrolling to a URL fragment identifier when
a page loads, this property provides an easier and more reliable way
to achieve non-(0,0) default scroll position instead of other methods
like JavaScript's scrollIntoView or animations on scroll-snap-align.

Open questions about a feature may be a source of future web compat or
interop issues. Please list open issues (e.g. links to known github
issues in the project for the feature specification) whose resolution
may introduce web compat/interop risk (e.g., changing to naming or
structure of the API in a non-backward-compatible way).
