This is the email template you get when you use the "Web developer-facing
change to existing code" feature type on chromestatus. I do believe that's
the best description of this change, right? This is not a "New feature
incubation", nor is it exactly an "Existing feature implementation". I've
learned through painful experience never to change the title of these
intent emails. I was assuming this still requires 3 LGTMs from owners.
