Hi Theodore - apologies for missing this!

A single model is used for all users, which ships as part of Chromium. The
generated implementation is checked into the following directory:
https://source.chromium.org/chromium/chromium/src/+/main:third_party/blink/renderer/platform/graphics/darkmode/
