I've just used MS-Word and once I printed them out, I had someone sighted
cut them for me.

What about using name badge cards.  They come in a sheet so that you can put
them through the printer.  The name badge package will tell you what label
template to use.  You just get one set up and then the rest are
automatically generated.  If you are needing a 2-part ticket or an unique ID
number on each ticket, then this idea is not ideal although it could be
modified.
