I think it's meant that when the power is connected to the computer, it automatically turns on as if it was suspended instead of actually being powered off.

In other words, does the computer actually get told to turn off, or do you just disconnect the UPS power supply to it?

That might be causing the whole issue, and if you specifically tell it to turn off, does it do the same thing?
