It sounds like a process or application that runs at start up has failed or that part of windows system start-up is failing. Is your friend the only user on this PC or are there other user profiles?
If your friend can copy the exact message including spaces then the best approach initially would be to put this into a Google search to see if there are any solutions offered. I tried this for you but could not find an exact match for the error message. If your friend is using Jaws use the virtualise window feature with control plus insert plus W. Copy and paste the exact error message from this window into Google.
