Why don't just...

bitcoin://url.without.explicitly.specifying.provider
bitcoin://alias@provider
bitcoin://IIBAN@authorizedBitcoinInstitution ??

By the way, I don't like the fact that a single authorized institution
needs to map the IIBANs to bitcoin addresses.
