Bug description:
To reduce the impact of running backups it should be possible to create
cronjobs which start with a ionice:

# m h dom mon dow command
@hourly ionice -c3 nice -n 19 /usr/bin/backintime --backup-job >/dev/null 2>&1
--
Just add radio buttons like this:

* real time
* best-effort
* idle (default)
