What appears to me to be a first-year surf scoter is on Dow's Lake in Ottawa.
The bird was near the peninsula's shore, between the arboretum peninsula into Dow's Lake and the far shore skirting Queen Elizabeth Dwy. Park in the arboretum (entrance off traffic circle on Prince-of-Wales) and walk downhill to the lake shore facing Queen Elizabeth Driveway.
