Good day Ontbirders, I am posting on behalf of Pauline Catling (who observed 
and photographed the bird).

"Observed midway down the south point of rondeau provincial park between south 
point trail and tip. It stuck around from noon until 5pm traveling up and down 
the point and was diving or preening itself every so often. Field markings 
included yellowish bill, dark head and top of neck, white on chin and lower 
part of neck, dark wings and back, white belly."
