I stopped at Durham Court Park this AM and fairly quickly located the Western Tanager. I walked from the Waverly Street entrance along the paved path to the east, and was close to an entrance leading out to another street (Durham Court?) when I found the tanager. It was with a loose flock that included a cardinal, chickadees, a nuthatch and a White-throated Sparrow. When I viewed the bird it mashing some blackish pulpy material at the tip of its bill, probably a buckthorn berry.

Directions from Glenn Coady's post:
From 401 take exit # 415 to Stephenson Road North in Oshawa. Turn left (west) on Gibb Street (first light after the railway overpass) then turn left (south) on Waverly Street (at the pedestrian cross walk lights). It is a quiet residential street with limited parking at the dead end where the park is located.
