Additional information regarding sightings of the Frigatebird have been obtained and I have tried to create a summary of the sightings below.
The first sighting I am aware of was on June 30th at approximately 2pm on Gray's Line in West Elgin between 24372 and 24618 Grays Line. Graham Decow was visiting a property, locally known as the Bento property. When he approached one of the ponds he observed 2 birds that he later identified as immature Frigatebirds. The birds flushed as he approached and flew westward. The birds were spotted at Clear Creek later that evening and one of the observers has commented that there were two birds then as well. On the morning of July 1st Dave Martin and Linda Wladarski relocated one of the birds just east of Clearville. At approximately 10:40 the bird flew westward and flew directly over the group of observers. I have submitted these photos to the OFO site. The bird was later relocated in Rondeau. Keep your binoculars at the ready!
