Last light I was able to get directly beneath the dove while it was roosting on a hydo wire and the underside of the bird was a uniform creamy white colour with no dark feathers. From the information that others have given me and from research on the internet I would have to say that the bird is a Ringed Turtle Dove. While a number of birders did come to look at the bird it did not cooperate by appearing while they were here. Thanks to everyone who assisted me in identifying this bird. Good Briding!
