As  an  addendum  to my message sent yesterday, our group was upset to
   see  3  falconers  with  Red-tailed  Hawks  wandering  through  the DC
   Cormorant  &  RB  Gull colonies at Tollgate Ponds, causing hundreds of
   birds  to  panic  and fly off. This occurred at a time when most birds
   were  with chicks or sitting on eggs. What particular problem do these
   birds  cause  the  port  authorities that this harsh measure is deemed
   necessary at such a time ?

Dear Folks:

     The falconers, from Intercept Wildlife Control, are operating on
orders from the Hamilton Port Authority under Canadian Wildlife Service
permits.  They have been moving birds off their property, gradually
pushing North to increase the ease with which they can lease the land.
I am surprised to hear that they are walking through areas with nesting
birds.  Usually they have specific boundaries and they work to keep the
birds from nesting early in the season until the period when late
nesting efforts are dwindling.
