Hi Stephen,
          I don't honestly know if the lagoons are open to the public at any
time, because there are no trespassing signs posted.These signs are posted
for obvious safety and other concerns, but since there is no one patrolling
these lagoons that I am aware of, as long as we are discrete, and don't get
in the way of trucks , and park away from the gate, I see no problem with
the occasional visit.
