The BiocCredentials account has not yet been created as it looks like your package is still in the awaiting moderation phase of review. The package has not yet been added to our git.bioconductor.org repository. Once this happens a BiocCredentials account will automatically be created and you would then be able to activate it. For now in the submission process, please fix any pre-review comments on your github repository.
