There are some examples on the mailing list how this has gone in the past.

Usually the current maintainer asks for it with the new maintainer in
copy (or vice-versa and the previous maintainer approves the
maintainer transfer).

I don't see you as a contributor of the package, Jacques Colinge
Developer, the current maintainer, might need to send an email
confirming this request.
Then Bioconductor core members assist with the process.
