I talked about html anchors, but web developer wants to tell me they don't have 
any html because they use Drupal.
I looked at some page source and sure enough its html under the hood.

I'll look at those links, are you saying that they re-write them between the 
server reading the page source and sending the page/with anchors to the user's 
browser?

That would fix their problem by complicating the code and not fixing the 
problem at the source, so a perfect fit...

You can do that sort of thing on the fly.  I'd probably be thinking
along the lines of Apache and mod_rewrite (and showing my age:)

but in the general case

https://en.wikipedia.org/wiki/Rewrite_engine

might be something to kick around with your Web devs to handle this
and maybe future issues of the kind.
