Hi Sakuma,

maybe you wan't to try to install the userspace-rcu-devel package of RHEL 9.4 
and don't try to use a custom URCU path (just guessing from the above 
LIBURCU_CFLAGS/LIBURCU_LIBS paths).

I'm not using RHEL 9.4, but Alma 9.4 (which should be quite similar). Alma 9.4 
provides userspace-rcu-devel 0.12.1 which satisfies the BIND 9.20.1 
requirements and compiles fine on my environment.
