I have looked twice, there is no whitespace in the zone file. If I change the conf file to present as a /16 it works fine, but we dont have the /16 so we cant use it this way in production. OK, we could, but that would be wrong because we are claiming dns of other parts of /16 we have no rights to. Either way it seems bind can not simply do it the way I had expected it to, flabergasted by that.
