We worked closely with our partner and confirmed that ns2.cps.k12.il.us <http://ns2.cps.k12.il.us> is a registered name server in www.whois.us <http://www.whois.us> as below:

this is not a named problem, it's some idiot company with either a panel where you need to enter nameserver somewhere burried before you can use them or they require for some weird reason the nameserver within the same TLD or even domain including a glue-record

you have to talk to them directly
